Donna M. Kinsey, M.P.A.
Police Major, (Retired) Professional BIOgraphy
Donna
M. Kinsey began her career as a Law Enforcement
Officer for the City of North Miami in 1980.
Early in her career, she developed a
passion for training and career development. After
serving as a Field Training Officer on patrol, she
was promoted to the rank of Sergeant in 1996 and was
assigned to the Training Unit where she developed
the Department’s first set of Professional Hiring
Standards.
After being promoted to the rank of
Lieutenant in 1999, she supervised the Domestic
Violence Unit and the Community Resource Unit. She
implemented the Department’s Traffic Homicide Unit
and was appointed as the Department’s Firearms Range
Master.
In 2002, she was promoted to the rank
of Major. Her responsibilities included; Budget
Administration, Accreditation, Property and
Evidence, Records and Communications.
During her career, Major Kinsey
received numerous recognitions and honors including
being a three-time recipient of the Department’s
top honor, the "Administrative Excellence”
award. She
produced the North Miami Police Department’s 2004 Annual
Report. As editor and feature writer, she
saluted women in law enforcement and military women
who lost their lives in the line of duty.
Major Kinsey was awarded the FBI 2007
“Women in Law Enforcement Leadership Award,”
recognizing her contribution to women and her
continued commitment to provide women with the tools
necessary to succeed.
She earned her Bachelor’s Degree in
Organizational Leadership at St. Thomas University
in Miami, Florida, Summa Cum Laude and her
Master’s Degree in Public Administration at Barry
University, 4.0 GPA. She was the first female
selected to attend the FBI National Academy in the
history of her Department. She is a graduate of
Session 222, and serves as a National Academy Miami
Area Representative
Major Kinsey is widely known for
community commitment and instituting the “DK Kid
Club,” a volunteer neighborhood youth fitness
program that
she instituted after she graduated from the FBI
National Academy. Her programs have been featured in
various publications and on local news television
stations.
Post retirement, Major Kinsey
continues to pursue her passion as a Trainer. She
lives in Virginia and enjoys devoting time to her
husband, Glen and four children, Jason, Thomas, John
and her daughter, Sarah.
She
has instructed both general and high liability
subjects, and is an Adjunct Professor at
Johnson
and
Wales
University
,
College
of
Business
. She is the President and C.E.O. of
TEC
III
, (
Training
Enhancement
Center
), a company that provides Executive Leadership
Training and consulting to public & private
organizations across the country.
